1. Participation Governance: How Participation is Governed
Participation within Keep Malaysia Clean (KMC) is open to individuals, communities, organisations and institutions.
While participants engage from different environments and undertake different roles, participation is supported through one shared Participation Framework that enables consistent participation across the KMC Participation Networks.
Participation Governance exists to enable consistent participation across the KMC Participation Networks while respecting the independence and operating responsibilities of participants.
It provides the governance arrangements through which participation is enabled, supported and safeguarded across the platform.
2. One Platform. Many Participation Pathways
KMC provides one national participation platform and one shared Participation Experience for all participants.
How participation is implemented, however, differs according to the responsibilities, governance arrangements and operating environments of each Participation Network.
Rather than a single implementation model, KMC enables organisations and institutions to develop Participation Pathways appropriate to their own environments while remaining aligned through the shared Participation Framework.
This complementary approach enables one national participation platform to support many different forms of participation.

The Participation Framework provides the common foundation for participation. Participation Pathways enable that shared framework to be applied appropriately within different institutional, organisational, community and individual environments.
3. Shared Responsibilities
Participation Governance is guided by the principle of shared responsibilities.
KMC provides:
- the Governance Framework;
- the Participation Framework;
- the Knowledge Framework;
- the Participation Experience;
- supporting resources;
- implementation guidance; and
- the participation environment.
Participants remain responsible for:
- their own governance;
- implementation decisions;
- participation activities;
- knowledge contributions;
- applicable approvals; and
- compliance with their own constitutional, statutory, organisational or community responsibilities.
Shared responsibilities recognise that KMC and its participants perform complementary rather than overlapping roles in supporting participation.
4. Participation Arrangements
Participation takes place through governance arrangements appropriate to each Participation Network.
Depending on the nature of participation, these arrangements may include:
- Participation Terms;
- Participation Agreements; and
- Licensing Agreements.
Different Participation Networks participate through different governance arrangements according to their roles, responsibilities and the nature of their participation.
These arrangements support consistent participation while recognising that individuals, communities, organisations and institutions participate in different ways.
5. Participation Networks
The KMC Participation Networks provide the governance architecture through which participation is organised.
Each Participation Network reflects the characteristics and responsibilities of its participants while sharing the same Participation Experience, Participation Framework and Participation Journey, and developing Participation Pathways appropriate to its own environment.
This enables participation to remain nationally consistent while implementation is undertaken within many different environments.

6. The Role of the Custodian
The KMC Custodian safeguards the integrity of the Participation Framework and supports its consistent application across the KMC Participation Networks.
This includes maintaining the Participation Framework, supporting Participation Pathways, safeguarding KMC methodologies and intellectual property, and providing guidance that supports consistent participation.
The Custodian does not direct participant decisions, determine institutional priorities or influence participant perspectives or conclusions.
7. Supporting National Participation
Participation Governance enables one national participation platform to support many different forms of participation while maintaining consistency, coherence and shared purpose towards a Clean Malaysia.
Through one Participation Framework, many Participation Pathways and shared responsibilities, KMC remains open to all, voluntarily supported and institutionally anchored.
