An Integrative Framework for Structured Participation
The DOAMY™ Framework is provided as a knowledge resource for participants who wish to better understand the thinking that supports structured participation within Keep Malaysia Clean.
It is the integrative framework that underpins structured participation within Keep Malaysia Clean. Developed through more than twenty-five years of research, application and refinement, it provides a practical way for individuals, communities, organisations and institutions to work towards shared aspirations while recognising their own circumstances, responsibilities and environments.

DOAMY™ begins with participation, not prescription. Instead of defining values for participants, the framework invites individuals, communities, organisations and institutions to define the values, aspirations and purpose that are meaningful within their own experiences and environments.
Meaningful participation towards a Clean Malaysia begins with ownership. Once values are identified, they need to be understood and owned before they can be translated into purposeful action. This sequential progression from Define to Own on the framework provides the foundation upon which action, learning and shared knowledge may develop.
Rather than prescribing a single way of identifying and acting on values, DOAMY™ enables individuals, organisations and institutions to work towards shared aspirations through approaches appropriate to their own circumstances and environments.
From ADAM(E)© to DOAMY™
The origins of DOAMY™ can be traced to the earlier ADAM(E)© framework (Audit • Design • Act • Measure • Evolve), originally developed as an integrative thinking framework created and embedded within organisational transformations. Through extensive application across corporations and organisations, the framework demonstrated its adaptability across a wide range of environments.
Within Keep Malaysia Clean, the framework has been carefully adapted to support voluntary, values-based participation within a national governance and civic context. The result is the DOAMY™ Framework, reflecting the needs of communities, organisations and institutions participating in a shared national journey.
As participation expanded across multiple sectors and stakeholder groups, the framework also provided a common structure for coordinating collaborative participation within broader national initiatives, including the development of the Clean Economy Ecosystem (CEE).
The Framework in Practice
The framework is expressed through five interconnected actions that together support structured participation:
- Define
Establish a shared understanding of purpose, values and aspirations. - Own
Encourage personal and collective ownership of shared values and aspirations appropriate to each participant’s role. - Act
Translate shared values into meaningful actions within everyday contexts. - Measure
Observe progress, learning and outcomes over time. - Yield / Share
Reflect on experiences, share learning and strengthen future participation.
Together these sequential but integrated activities provide a structured framework for participation while allowing flexibility for different organisations, communities and programmes to respond according to their own realities and objectives.
Designed for Diverse Participation
DOAMY™ recognises that meaningful participation does not always follow a single formula. Every organisation, community and institution operates within different responsibilities, capacities and circumstances.
Instead of directing participants on what to do, the framework enables them to work towards shared aspirations while developing responses appropriate to their own environments.
This flexibility allows the framework to be applied across a wide variety of voluntary participation initiatives without losing coherence or the purpose of a shared vision.
Supporting Participation
Most participants do not need to deploy the DOAMY™ Framework to participate in Keep Malaysia Clean.

Individuals may choose to adopt the DOAMY™ framework if useful, but are free to participate without usage.

Its purpose is not to prescribe behaviour, but to provide an integrative framework through which shared values may be translated into meaningful participation across diverse settings.

DOAMY™ is proprietary intellectual property developed through more than twenty-five years of research and practical application.
This public overview introduces the purpose and principles of the framework. Detailed implementation methodologies, facilitation processes, governance protocols, measurement systems and supporting materials remain protected and available through authorised programmes and licensed applications.
