1. Platform Governance: How KMC is Governed
KMC provides a structured participation platform through which individuals, communities, organisations and institutions may voluntarily explore, express and contribute towards their own understanding of a Clean Malaysia.
Platform Governance exists to preserve the integrity, coherence, consistency and long-term sustainability of the KMC platform and the participation environment it supports.
KMC does not seek to shape, direct or influence public opinion or perception. It does not function as an enforcement mechanism, regulatory authority or decision-making body.
The role of KMC governance is limited to safeguarding the platform itself while respecting the independence of participants and the diversity of perspectives that may emerge through participation.
2. Accessibility and Inclusion
KMC is open to all and is committed to making participation as accessible as practicable to every community while respecting Malaysia’s constitutional, legal and administrative framework.
On this commitment, KMC will endeavour to make the platform available in the principal languages used throughout Malaysia. The development, review and validation of language editions will be undertaken in collaboration with appropriate educational, linguistic and community partners to support accuracy, cultural relevance and consistency with KMC’s values and principles.
3. Governance Principles
KMC governance is guided by the following principles:
- voluntary participation;
- independence;
- inclusiveness;
- non-partisanship;
- respect for diversity;
- transparent participation;
- platform integrity; and
- responsible custodianship.
These principles guide how the KMC platform is governed, safeguarded and developed as a trusted national participation platform.
4. Governance Structure
KMC operates through an independent governance and custodianship model. Current responsibilities include:
- safeguarding the purpose of KMC;
- maintaining the integrity of the platform;
- preserving the Governance, Participation and Knowledge Frameworks;
- overseeing platform governance;
- safeguarding KMC identity and methodologies;
- supporting the continued development of KMC; and
- providing governance oversight for responsible AI.
Platform Governance safeguards the integrity of KMC but does not direct participant perspectives, decisions or conclusions.
5. Responsible Use of Artificial Intelligence (AI)
Artificial intelligence may be used within the KMC platform to support participation, improve access to information, assist in the organisation and synthesis of knowledge generated through participation, and support the development of shared knowledge resources.
AI is intended to enhance the participant experience and support knowledge management. It does not replace human judgement, governance or decision-making.
The use of AI within KMC will continue to be guided by the values, principles and governance framework on which the platform is founded.
6. Trustees and Custodianship
KMC is supported by a Board of Trustees and an independent custodianship structure responsible for safeguarding the platform and its long-term development.

7. Governance Documents
Platform Governance is supported by a range of governance, participation and supporting documents that help maintain the integrity, consistency and accessibility of KMC.
Publicly available documents explain how KMC is governed and how participation is supported. Additional governance, implementation and licensing documents may be made available to participating organisations and institutions through their respective Participation Networks where appropriate.
Together, these governance arrangements enable KMC to remain open to all, voluntarily supported and institutionally anchored while preserving the integrity, consistency and long-term sustainability of the platform.
